Last week, the House passed legislation that extended unemployment benefits. But it eliminated an extension of FMAP and COBRA subsidies. FMAP provides extra federal dollars to match state Medicaid spending. During this awful recession, FMAP has allowed states to continue to provide critical services even while our tax revenues have been declining.
